Promotion, Consulting, and Evaluation of River Pollution Control Program in Northern Taiwan, 2010

From 2008, the EPA(Environmental Protection Administration)impels “Rivers and Oceans Water Quality Improvement Plan” to improve the environmental qualities of rivers and to realize the “Aerobic, Odorless, Active” vision for important rivers. To achieve this goal, the EPA launched the “Promotion, Consulting, and Evaluation of River Pollution Control Program in Northern Taiwan, 2010” project to prioritize the improvement works for important rivers such as Tamsui river、Nan-Kan river and Lao-Jie river and other rivers in ten cities and counties of Northern and Eastern Taiwan. From executing this project, we analyzed the water pollution problems, source of pollution, and feasibility and cost-benefits of pollution control plans for eight rivers and one reservoir of Northern and Eastern Taiwan and Lienchiang. For each river and reservoir, in addition, four-year pollution control targets were laid down. Based on the pollution control targets, different pollution control plans were made to address particular pollution problems in each river and reservoir. The plans then served as guidelines for all levels of environmental authorities to refer to when executing pollution control works. Associated pollution control plans included sewer construction, operation of sewage interception systems, on-site treatment facilities of dry weather flow, and control and inspection of industrial wastewater. In addition, the EPA held the celebration for the success of Tamshui River restoration in an attempt to raise the public’s awareness about the environmental policies and to attract more attention and support from the public. The websites of three important rivers and the onsite wastewater purification introduction are also established in this project. The content of the website included the vision, current environment conditions and pollution control plans. By executing the project, we have many suggestions. These suggestions are setting automatic monitor system in intersection operations, developing the baseline of estimation in waste water quality, executing the feasibility of NPS control, form a supra-ministerial mechanism for data exchange, promoting ecological engineering where the sewage sewer is incapable. We believe that by considering these suggestions, the objectives in the future would be pointed clearly.
